FinFlex – TSO-DSO congestion management market

 

Fingrid and Helen Sähköverkko are piloting a new marketplace solution for congestion management.

As the energy transition progresses, the need for flexibility in the electricity system is increasing. Therefore new congestion management measures are needed.

Fingrid utilises the congestion management market in national level (400 kV) congestion management in addition to other congestion management methods.

Helen Sähköverkko manages with this congestion management market the 110 kV bottlenecks in the Helsinki area besides of other grid development solutions.

The aim of the pilot project is to find new flexible resources for congestion management, especially resources that cannot meet the technical requirements of the TSO reserve markets. 

Any electricity consuming, producing or storing flexible resource is allowed to participate in the congestion management market. The flexible resource must be located in Finland.

Participation in the market requires an agreement with the balance responsible party and retailer of the relevant flexible resource.
