The market rules were approved by the Finnish Regulator (Energiavirasto) on the 11th of April 2025. Fingrid and Helen Electricity Network have decided to open the market on the 30th of April 2025 using the NODES Platform.
As the energy transition progresses, the need for flexibility in the electricity system is increasing. Therefore, new congestion management measures are needed. Fingrid and Helen Sähköverkko are piloting a new marketplace solution for congestion management using the NODES Platform.
In the FinFlex market, both Fingrid (TSO) and Helen Sähköverkko (Helsinki DSO) will buy flexibility in the same market on the NODES Platform. Fingrid and Helen Electricity Network will use the pilot congestion management market to address real congestion management challenges in the electricity network. Congestion management needs are likely to occur during the winter months, but it is also possible that there will be a need for congestion management throughout the year, for example, due to a transmission interruption or an unforeseen fault. Fingrid utilises the congestion management market at the transmission level (400 kV) congestion management in addition to other congestion management methods. Helen Sähköverkko manages the congestion management market for the 110 kV bottlenecks in the Helsinki area, besides of other grid development solutions.
The aim of the pilot project is to find new flexible resources for congestion management, especially resources that cannot meet the technical requirements of the TSO reserve markets. Any electricity consuming, producing or storing flexible resource is allowed to participate in the congestion management market. The flexible resource must be located in Finland. Participation in the market requires an agreement with the balance responsible party and retailer of the relevant flexible resource.
The congestion management market is implemented as part of a development project, and the lessons learned from it will be utilized later in the possible implementation of a national congestion management market. The duration of the project is until December 2027.
