Fingrid and Helen Electricity Network will use the pilot congestion management market to address real congestion management challenges in the electricity network. Congestion management needs are likely to occur during the winter months, but it is also possible that there will be a need for congestion management throughout the year, for example, due to a transmission interruption or an unforeseen fault. Fingrid utilises the congestion management market at the transmission level (400 kV) congestion management in addition to other congestion management methods. The flexible resource must&nbsp;be located in&nbsp;Finland. Participation in the market requires an agreement with the balance responsible party and retailer of the relevant flexible resource.<\/p>\n\n\n\n<p>The congestion management market is implemented as part of a development project, and the lessons learned from it will be utilized later in the possible implementation of a national congestion management market.
